Job Description:

Technical education and background.
· EHS – training pass within the 3 first month at site.
· Experience in power plant operation and/or commissioning.
· Familiar with fully automated digital control systems.
· Fluency in spoken and written English.
· Proficiency in the local language is a plus.
The Commissioning Operator ensures that the tasks and responsibilities are fulfilled which are listed, but not limited to, as below:
· Organize and supervise the safe operation of system/equipment/plant (corporate directives, site rules, safety regulations, shift plan, shift log, etc.) from system turnover from erection until Provisional Acceptance Certificate by arrangement with the Commissioning Shift Lead Operator.
· Perform operation according to the specifications and engineering documents, taking into account the safety instructions, environmental protection measures and local regulations.
· Advise the Commissioning Shift Lead Operator of any information that could influence the commissioning time schedule and/or the commissioning staff planning.
· Advise the Commissioning Shift Lead Operator of any information related to the process deviation.
· Maintaining a logbook according the instructions by the Commissioning Shift Lead Operator.
· Provide information to the Commissioning Shift Lead Operator for reporting purposes.
· Provide, on request, technical experience feedback to project engineering departments during debriefing meeting(s) to be organized by the project.
· Provide, on request, a support for the update of the Operating Instructions manuals.
· Work off the open item lists of systems under his/her responsibility by arrangement with the Commissioning Shift Lead Operator
· Train the customer staff in operation and maintenance as instructed by the Commissioning Shift Lead Operator.
· Participate in site meetings by arrangement with the Commissioning Shift Lead Operator.
· Be aware of the active Permit to Workwith the support of the Permit to Workengineer.
· Exchange with the others partners operators the current situation of the plant and advise them about the foreseen actions to be carried out.
Key Performance Indicators
· No non-expected trip of the unit.
· Logbook properly maintain (all events noted).
· Information properly given to the next shift (no delay due to misleading or lack of information).
· Effective communication with Commissioning Shift Lead Operator, Commissioning Lead Engineer and client operators.

Specific Functional/Technical authority (besides Deligation of Authority)
· Right to issue directives to Client Operators acting under his responsibility in regard to process technical and operating matters.
· Right to receive time schedule and objective information pertaining to issues that are relevant to his/her assignment from the Commissioning Shift Lead Operator.
· Right to immediately stop work and operation if the safety of personnel or equipment is in question.
Undertake any other duty and responsibility as may be required by the Functional and/or Line Manager.
· Be aware of initiative such as “We Put Quality First”, EHS “All together”, “Zero Deviation Plan” d2e and any other plans implemented

Instrumentation and Control Engineer

Key Tasks and Responsibilities
To lead and/or execute discipline engineering,design and procurement activities in studies and/or execution projects
Experience
Interpret PFD's and P& ID's and process design criteria and control philosphies
Provide C&I design input to P&ID's(red line P&ID's)
Create instrumentation and valve lists from P&ID's
Generate Data Sheets(with input fro other disciplines e.g. process,piping,mechanical)
Draw up specifications and Interpret vendors inputs and specifications to be able to technically adjudicate vendor submissions and select the best technical option
Interface with the design(drawing) office to produce the required C&I documentation

Turnover Over Package Coordinator

Responsible for preparing databases for input of turnover system numbers, working with engineering and construction to populate systems correctly and transition information between databases where required. Responsible for population of Completions Module database and integration of ITP information and checksheets. Developing system turnover work processes and setting up the completions effort in the home office in Houston.

The role will move to the jobsite where the candidate shall be responsible for coordinating plant turnover and system completions, compiling documentation, developing reports and ensuring quality and consistency of turnover packages to the client.

Basic Qualifications:
Prior experience in construction completion and system turnover
Prior Bechtel startup experience
Preferred:
Prior experience with project system turnover
Experience with Bechtel BSAPs: SPI, SetRoute, TEAMWorks, Completions Module

Position Duties/Responsibilities
The candidate shall initially be responsible for establishing the turnover and completions program on the project including working with engineering and construction databases, developing work processes, and working with the Construction team and the client to gain approval. During actual system completion and turnover on-site, the candidate shall be responsible for managing the flow of documents and data, developing required reports and identifying focus areas for project work, to ensure timely turnover of systems per the project schedule.

All commissioning activities requesting isolation are carried out under PERMIT TO WORK procedure.

Manage the WATER STEAM CYCLE Electrical quality.
Execute all tasks as defined by the Commissioning Lead Engineer WATER STEAM CYCLE and in relation with Electrical processes and environmental related tasks.
Commissioning is performed in a safe and timely manner in accordance with the contract, site regulations, budget and time schedule.
All available procedures, tools and aids are utilized in order to achieve the goals of his/her assignment and, as well, to strive for continuous product improvements and cost reduction.
He provides Electrical knowledge, specialist advice and support to the Commission Manager, Commissioning Lead Engineer’s and Commissioning Shift Lead Operator.
Deviations from the agreed goals are reported and that corrective measures are initiated by arrangement with, and with the support of, the Commissioning Lead Engineer WATER STEAM CYCLE and Commissioning Manager.
Facilitate the turnover of systems from erection to commissioning and from commissioning to the customer in accordance with current procedure/work instruction.
Respect project milestones and provide information to the Commissioning Lead Engineer to assist in their realization.

Keep a diary to record daily work, occurrences, problems, special information, etc. plus a list of pending items.

Minimum requirements for the role:

A relevant tertiary qualification in Quantity Surveying within an Industrial Process Plant environment is essential.
Must have previous experience as a QS Engineer / Manager with extensive planning and Fiscal Financial Control, EPC Projects Experience working within an Industrial Process Plant environment is essential.
Must have MS Projects experience.
Exceptional planning and organizing skills are fundamental to the role, as are proven supervisory skills and the ability to lead a team of engineers.
Candidates must also be self-motivated, able to pay great attention to detail and perform under pressure whilst working with other engineering disciplines.
Strategic, innovative and creative thinking is also essential. Coupled with an assertive and persuasive approach.
